The provisions of this article, as added by the Legislature at its 1955 Regular Session,
are not to be considered a change in existing law, but merely a continuation thereof. It is hereby declared to be the intent of the Legislature that the only purpose
of repealing and reenacting these provisions is to validate, as a part of the Streets
and Highways Code, the original enactment of the provisions of this article by Chapter
360 of the Statutes of 1935 and the subsequent amendments thereto.
