The provisions for such procedure may include an agreement that bonds held by the
authority, the city, or by any other person or entity who or which the authority may
determine to be so interested in the matter as to make it proper, shall not be counted
as outstanding bonds, and that the holders thereof shall not be entitled to vote or
assent with respect to such amendment, modification or waiver, but shall nevertheless
be subject thereto.
