California Code, Streets and Highways Code - SHC § 25320

Upon the completion of the improvement of any portion of any highway by the district, the board of directors may, and on the completion of the whole of any highway by the district, the board of directors shall, adopt a resolution declaring such completion and transmit a copy of theresolution to the board of supervisors of the county or counties in whichthe completed improvement is situated.

Ifthe completed improvement, or any portion thereof, is situated within a city, a copy ofthe resolution shall likewise be transmitted to the governing body ofthe city and, if it is a state highway, a copy ofthe resolution shall also be transmitted to the Director ofTransportation.
