California Code, Streets and Highways Code - SHC § 180

(a) For the purposes of this article, “project” means any activity of seismic retrofit work that includes either the structural modification of an existing highway structure or the replacement of a highway structure by a newly constructed structure meeting seismic safety requirements.

(b) For the purpose of this article:

(1) “Permit” includes any permit, authorization, approval, or consent in any form.

(2) “Permitting agency” includes any city, county, city and county, and any state or local public agency.
