The supplemental assessment shall be made and collected in the same manner, as nearly
as may be, as the first assessment. Subsequent supplemental assessments may be made, if necessary, to pay for the improvement. At the hearing the legislative body may confirm, modify, or correct the supplemental
assessment. The decision of the legislative body thereon is final.
