The requirements of the District Investigation Law for the mailing of the notice of hearing, 1 and for the inclusion in the report of value and liability statements provided for in Article 3 2 of that law, do not apply to districts formed under this part if the board of supervisors of each affected county, prior to the hearing on the formation of the district, finds by resolution adopted by a four-fifths vote of its members that:
(a) In its opinion the probable assessments will not exceed the limitations prescribed in the District Investigation Law.
(b) The property to be assessed will be able to carry the assessments.
(c) The assessment limitations may be dispensed with.
