(a) The consolidated agency may implement every component of the regional transportation plan described in subparagraph (B) of paragraph (2) of subdivision (d) of Section 65080 of the Government Code, as well as subsequent updates of the regional transportation plan. This implementation authority shall include, but is not limited to, the authority to plan, engineer, design, and seek funding sources for applicable projects.
(b) The implementation authority described in subdivision (a) shall include, but is not limited to, the authority to seek resources and fund projects identified in the sustainable communities strategy described in paragraph (2) of subdivision (b) of Section 65080 of the Government Code, including habitat conservation projects, water quality improvement projects, and other environmental mitigation projects.
(c) The consolidated agency may exercise its bonding authority pursuant to Article 8 (commencing with Section 132370) to implement any component of the regional transportation plan described in subparagraph (B) of paragraph (2) of subdivision (d) of Section 65080, as well as subsequent updates to the regional transportation plan.
