In addition to the requirements set forth in paragraph (1) of subdivision (d) of Section 14661 of the Government Code, the program required by this article may include, but is not limited to, the following:
(a) The size, type, and desired or required historic and other design character and features of the buildings and site.
(b) Performance specifications covering the historic or other nature and quality of materials, equipment, and workmanship.
(c) A project cost estimate, including a factor for contingencies.
(d) A proposed design and construction schedule showing the critical path of work for both working drawings and construction and all state approvals.
(e) Any other information deemed necessary to describe adequately the state's needs.
The project cost estimate and the proposed design and construction schedule shall be prepared by a design professional duly licensed and registered in this state.
