California Code, Labor Code - LAB § 101.5

No fees shall be payable for the filing or recording of any document or paper in the performance of any official service by theLabor Commissioner. The amount ordinarily charged for such filing or recording shall be made a part of any judgment recovered by theLabor Commissioner and shall be paid by theLabor Commissioner if sufficient money is collected over and above the wages, penalties, or demands actually due the claimants.
