California Code, Insurance Code - INS § 1042

The commissioner and a special deputy commissioner appointed pursuant to section 1035 shall have the power to subpoena witnesses and examine them under oath upon any subject relating to the affairs and business of any person affected by proceedings under this article. The penalties provided in Chapter II, Title III, Part IV of the Code of Civil Procedure  1 shall apply to any witness who fails or refuses to appear in accordance with such subpoena, or to testify in connection therewith.
