California Code, Harbors and Navigation Code - HNC § 4068

It is sufficient to set forth the purpose for which the bonds are to be issued and sold, to state that they are for the improvement, development or protection of ․․․․․․․․․․ harbor, naming the harbor by the name by which it is commonly called.  Any defect or irregularity in the proceedings prior to the calling of the election does not affect the validity of the bonds.
