The commission shall also establish the instructional committee composed of one member and one alternate member appointed for one-year terms by each of the following:
(a) The Regents of the University of California.
(b) The Trustees of the California State University.
(c) The Board of Governors of the California Community Colleges.
(d) The independent California colleges and universities.
(e) The vocational and private postsecondary institutions.
(f) The Superintendent of Public Instruction.
(g) The private primary and secondary schools.
