In order to properly establish facilities for research within the University of California, it is the Legislature's intent to authorize, through the Budget Act, funding for the following:
(a) Planning grants for the purpose of developing detailed project plans for research facilities.
(b) Faculty salary supplements for research activities during the summer.
(c) Professional research scholars, graduate research assistantships, graduate fellowships, postdoctoral fellowships, support research staff, and related support for research projects.
(d) Equipment.
