If the commission is unable to act because it has fewer than nine voting commission members, the Auditor-Controller of the County of Orange shall, within one month of making the determination that the commission has fewer than nine voting members, recruit a pool of qualified applicants to fill the vacancies to bring the commission to nine voting members, taking into account the requirements described in subdivision (c) of Section 21582. Within two weeks of the Auditor-Controller constituting a pool of qualified applicants, the remaining commission members shall appoint replacement commission members to fill the vacancies by a two-thirds vote. Each commission member that is selected to fill a vacancy pursuant to this section shall have the same political party preference as the commission member who vacated their position.
