This act, as amended, may be further amended or modified by the Legislature. In addition to the power to amend or modify, the Legislature shall have the power to repeal this act, as amended, in its entirety, and transfer any or all of its functions to the Medical Board of California, in the event that the number of persons who are subject to the jurisdiction of the Osteopathic Medical Board of California reaches 40 or fewer. The Legislature shall, from time to time, appropriate to the Medical Board of California, and in particular for the contingent fund of the board, any sums as may be reasonably necessary for the purpose of carrying out its functions and duties.
