Arizona Revised Statutes Title 9. Cities and Towns § 9-501. Grant of franchise

A. A municipal corporation shall not grant a franchise for a public utility to be operated by the grantee unless authorized by a majority vote of the qualified voters of the municipal corporation at a regular election or at a special election duly and regularly called by the governing body of the municipal corporation for that purpose.

B. A telecommunications corporation may apply for either a license or a franchise from a municipal corporation under § 9-583, and the municipal corporation shall not require a franchise for a public utility for its provision of telecommunications services as defined in § 9-581.
