The common council may, by majority vote of the qualified electors of the town voting thereon, provide for four-year staggered terms for members of the town council in the manner provided in § 9-272, with respect to cities. In the event the common council consists of five members only, the first class shall consist of two councilmen and the second class shall consist of three councilmen.
