Except as provided in § 41-1092.08, subsection H, any party to a proceeding under this article may obtain judicial review of any final order pursuant to title 12, chapter 7, article 6 1 other than an order issued with consent of the financial institution or enterprise or other person concerned if the complaint seeking review is filed with the superior court. The commencement of proceedings for judicial review shall not, unless specifically ordered by the court, operate as a stay of the order. During the pendency of the action for review, the deputy director may not modify, terminate or set aside the order except with permission of the court.
