A. The director shall adopt rules by September 1, 1993 that include an Arizona special waste manifest form designed to implement the provisions of this article.
B. Within three months of the adoption of best management practices for a special waste pursuant to § 49-855:
1. A person who generates, transports, offers for transportation or receives special waste for off-site treatment, recycling, storage or disposal shall comply with the rules adopted pursuant to subsection A of this section.
2. A person who transports a special waste that is defined as a hazardous material, hazardous substance or hazardous waste in 49 Code of Federal Regulations part 171 shall do so in accordance with the applicable motor carrier safety provisions of 49 United States Code appendix §§ 1801 through 1819 1 and title 28, chapter 14. 2
