A. A department of environmental quality indirect cost fund is established. Federal monies and other monies obtained for the purposes of reimbursing the department for costs shall be deposited, pursuant to §§ 35-146 and 35-147, in the fund.
B. Subject to legislative appropriation, monies in the fund shall be used for administrative personnel and overhead costs associated with administering federal programs and other programs paying assessments into the fund.
C. Monies in the fund are exempt from the provisions of § 35-190 relating to lapsing of appropriations.
