Unless established pursuant to § 48-903, subsection F, districts organized under this article shall be governed by the board of supervisors of the county in which the district is situated and the board of supervisors shall be deemed to be the board of directors of the district. The directors shall receive no compensation for their services as such except as provided pursuant to § 48-1013 but shall be reimbursed for their necessary expenses in attending district meetings.
