A. After the formation election, an area may be deleted from the district only following a hearing on notice to the owners of land in the district, given in the manner prescribed for the formation hearing, adoption of a resolution of intention to do so by the district board and approval by the owners of land in the district pursuant to § 48-705, subsection B or § 48-707, subsection F. Deleted areas remain subject to the levy for debt service on any bonds issued before the date of deletion.
B. At any time after adoption of the resolution of intention to form the district an area may be added to the district on adoption by the governing board of a resolution of intention to do so, and approval by the district board following a hearing on notice to the owners of land in the district and in the proposed addition to the district in the manner prescribed for the formation hearing. Approval for addition of the area to the district shall be received from the owners of land in the district and in the proposed addition area pursuant to § 48-705, subsection B or pursuant to § 48-707, subsection F if the approval by the owners of land in the district and in the proposed addition includes in its petition a waiver of any requirement for a separate resolution of intention by the district board and a waiver of any requirement of posting, publication, mailing, notice, hearing and election as to that addition to the district.
C. The district board, following a hearing on notice to owners of land in the district, given in the manner prescribed for the formation hearing, may amend the general plan in any manner which it determines will not substantially reduce the benefits to be received by any land in the district from the public infrastructure on completion of the work to be performed under the general plan.
D. The hearings required by this section shall be conducted in the same manner as a hearing on formation, and the right to object to the change in the district or the general plan shall be the same as for the hearing on formation.
