The provisions of § 48-620 shall not be construed to limit or otherwise affect the authority of a municipality to regulate the undergrounding of utility facilities in the public rights-of-way and easements. The authority of a municipality to regulate the undergrounding of utilities or the erection of poles and wires upon its streets, alleys, public grounds and plazas as authorized by § 9-276 shall in no way be impaired or affected by the provisions of § 48-620.
