A. The board may contract and enter into stipulations of any nature and do all acts necessary and convenient for the full exercise of the powers granted in this chapter, except that the board shall not exercise the power of eminent domain.
B. The cities and towns or county may exercise the right of eminent domain pursuant to title 12, chapter 8, article 2 1 for the purposes prescribed in this chapter, in behalf of the authority, and sell or lease to the authority any property acquired through eminent domain proceedings.
