The complaint filed in the action provided for by § 48-508 shall set forth, or state the substance of, the resolution ordering the improvement, but need not set up the proceedings had before bringing the action. The resolution shall be conclusive evidence in the action of the public necessity of the proposed improvement, and that the improvement is located in the manner which will be for the greatest public good and the least private injury.
