A. All engineering determinations and supervision provided for and directed by any law relating to irrigation districts shall be made under the direction of the director of water resources, and when so made shall be binding upon the state land department and the state certification board.
B. Upon the certification of an irrigation project, the plans, specifications and contracts for and any modification of the project shall be filed with the director. The works approved and authorized thereby shall be performed strictly in accordance with the plans, specifications and contracts and any modifications thereof. The director in enforcing the provisions of this section shall have the same powers and duties as conferred upon him by chapter 3, article 1 of this title. 1
