Notwithstanding any other law, beginning on the effective date of this section, when adopting or modifying a management plan for the Pinal active management area pursuant to chapter 2, article 9 of this title, 1 the conservation requirements adopted by the director for persons using groundwater within the central protection zone shall be no less restrictive than the conservation requirements for persons using groundwater within the central protection zone as established in the management plan for the Pinal active management area for the third management period in effect on January 1, 2005 or as adjusted after that date as a result of judicial review or administrative review pursuant to § 45-570 or 45-575.
