Holders of a water exchange permit may seek renewal of a permit within six months before the date the permit expires or may seek modification of an unexpired water exchange permit. All applications to renew or modify a permit shall be treated in the same manner as provided in § 45-1042 for the initial permit application and are subject to the criteria prescribed by § 45-1041.
