A certificate signed by the chairman or a member of the commission or by the director and under seal of the commission showing that a notice filing has or has not been filed pursuant to article 4 of this chapter 1 or chapter 13, article 12 of this title 2 or that securities have or have not been registered by description as provided in article 6 of this chapter 3 or registered by qualification as provided by article 7 of this chapter, 4 or that a dealer or salesman has or has not been registered as provided in article 9 of this chapter, 5 shall constitute evidence of the facts so certified and shall be admissible in evidence in any civil or criminal action or proceeding in which the question of such notice filing or registration may be at issue.
