If at any time in the opinion of the commission or the director the information set forth in a registration statement filed under § 44-1872 is insufficient to establish the fact that the securities described therein are entitled to registration by description, the commission or the director may require the issuer or dealer who filed the statement to file further information necessary to establish that the securities are entitled to registration by description.
