A. The capitol mall consolidation fund is established consisting of monies appropriated by the legislature. The department shall administer the fund. Monies in the fund are subject to legislative appropriation and are exempt from the provisions of § 35-190 relating to lapsing of appropriations.
B. Monies in the fund shall be used for building renewal and renovations of state-owned buildings.
C. Before spending monies in the fund, the director shall submit an expenditure plan for review by the joint committee on capital review.
