The department may institute in a court of competent jurisdiction a proceeding as provided by title 14 1 for appointment as guardian of an incapacitated veteran, the incapacitated spouse of an incapacitated veteran or the minor child of a veteran or as conservator of the estate of a protected veteran or the veteran's surviving spouse or of the minor children of a veteran or of the estate of an insane or incompetent veteran.
