A. The department may, upon its own initiative, and shall upon the verified complaint of any person setting forth facts which if proven would constitute grounds for action taken pursuant to § 36-473, investigate the applicant or licensee.
B. The department shall notify the applicant or licensee of the date, time and place of the hearing which shall be heard not less than ten days after the notice is served or mailed.
C. A hearing conducted pursuant to this section shall comply with the requirements of title 41, chapter 6, article 10. 1
