A. The director of the department of administration shall audit, adjust and settle the amount of claims against this state payable out of funds of this state, except claims expressly required or permitted by law to be audited and settled by some other officer. The director of the department of administration shall establish audit policies consistent with accepted accounting principles in order to effect prompt and correct payment of state obligations. The director of the department of administration shall also determine whether the funds are available for payment and that the claim is signed by the authorized representative as required by § 35-182.
B. The director of the department of administration shall establish procedures for the return and resolution of any claim for which funds are not available or which payment is contrary to law.
