All public monies in the custody or possession of the state treasurer shall be placed and retained in a state fund pursuant to § 35-142. The total of these monies constitutes the cash fund of the state. Warrants, checks or substitute checks, or electronic funds transfer vouchers shall be credited to the fund as they are paid.
