A. Subject to title 41, chapter 4, article 4, 1 the board shall appoint an executive director from outside its membership. The executive director serves at the pleasure of the board and is eligible to receive compensation determined pursuant to § 38-611.
B. The executive director shall:
1. Collect all monies due and payable to the board.
2. Deposit, pursuant to §§ 35-146 and 35-147, all monies received by the board in the appropriate fund.
3. Prepare bills for authorized expenditures of the board and obtain warrants from the department of administration for payment of bills certified by the president or vice-president and secretary-treasurer of the board.
4. Act as custodian of the seal, books, records, minutes and proceedings.
5. Perform all duties prescribed by the board.
