The authority shall take such steps as may be necessary, convenient or advisable to construct, operate and maintain at the Bridge Canyon dam site or other sites, dams for the generation of electrical energy and in connection therewith the facilities in or at the site of said dams for the storage and diversion of water. Such dams shall be deemed to be a project within the meaning of the definition of such term contained in paragraph 8 of § 30-101.
