A. If ownership of a motor vehicle that is subject to the lien provided by § 28-5939 is transferred by operation of law or otherwise, a certificate of registration or certificate of title with respect to that vehicle shall not be issued to the transferee or any other person until the director certifies that the lien has been removed.
B. A license under chapter 7 of this title 1 with respect to a motor vehicle that becomes subject to the lien provided for by § 28-5939 shall not be issued or transferred until the director certifies that the lien has been removed.
