Notwithstanding § 28-4547, the director may furnish to licensed manufacturers or new motor vehicle dealers temporary registration permits that the manufacturer or dealer may issue if temporarily donating new motor vehicles to either of the following:
1. An organization that has qualified for an exemption from taxation of income under section 501 of the internal revenue code. 1
2. This state or a political subdivision of this state.
