A. The department shall send written notice to the owner or lessee of a motor vehicle registered pursuant to chapter 7 of this title 1 of any suspension or any financial responsibility verification. The department shall send the notice electronically or digitally, by mail to the address provided to the department on the registration application or pursuant to § 28-448. Service of notice is complete on mailing.
B. For the purposes of this section, “mail” or “mailing” means delivery by first class or certified mail or through a department electronic or digital system.
