A. The department shall issue gold star family special plates to a person who submits satisfactory proof to the department that the person is an immediate family member of a person who died while on active duty in the United States military if a charitable organization affiliated with an Arizona professional basketball club donates thirty-two thousand dollars to the veterans' donations fund established by § 41-608 for the purpose of paying the implementation costs of the gold star family special plates.
