Except as provided in § 28-737, § 49-410 and its implementing rules and §§ 49-571 and 49-573, this state or a city, town, county or political subdivision of this state shall not restrict the use or sale of a vehicle in this state if the restriction is based on the vehicle's energy source. This section does not apply to government-owned vehicles.
