A. The operating and administrative expenses of any such corporation, including all costs in connection with solicitation of subscribers to the corporation and capital expenditures, shall not exceed thirty per cent of paid subscriptions during the first year of operation, twenty-five per cent of paid subscriptions during the second year of operation, and twenty per cent of paid subscriptions in any year thereafter.
B. All funds not set aside for operating expenses shall be placed in a reserve that may be expended only for payment to participating hospitals, physicians, dentists, optometrists, certified registered nurses, registered nurse practitioners, psychologists and chiropractors for services to subscribers, for payment to subscribers for coverage on prescription drugs when provision is so made in subscription contracts, or as a refund to the subscribers. The funds of the corporation shall be invested as prescribed by article 2, chapter 3 of this title 1 for domestic insurers.
