The following acts or omissions shall be deemed to be violations of this article:
1. The intentional failure to file or make any statement, amendment or other material required to be filed pursuant to §§ 20-481.02, 20-481.03, 20-481.04 and 20-481.05.
2. The effectuation or any attempt to effectuate an acquisition of control of, divestiture of or merger with a domestic insurer that is subject to § 20-481.02 without the required approval of the director pursuant to § 20-481.07.
3. The intentional failure to file a registration statement or any amendment thereto required by this article within the time specified for such filing.
4. The payment of a dividend in violation of § 20-481.19.
