A. Application for and acceptance of any nonresident license pursuant to this article constitutes an irrevocable appointment of the director as the agent of the licensee for the acceptance of service of process issued in this state in any action or proceeding against the licensee arising out of the licensing or out of transactions under the license.
B. Duplicate copies of any process shall be served on the director. At the time of service the plaintiff shall pay the director the fee prescribed in § 20-167. On receiving service the director shall promptly forward a copy by certified mail, return receipt requested, to the licensee at the licensee's last address of record with the director. Process served on the director pursuant to this section constitutes service on the licensee as though the licensee were personally served with process in this state.
