Warrants, substitute checks or electronic funds transfers drawn by a political subdivision on the county treasurer shall be paid in the order of presentation to the treasurer. If the fund is insufficient to pay a warrant, substitute check or electronic funds transfer, it shall be paid from monies obtained by the treasurer on behalf of each political subdivision pursuant to this article. If no agreement has been entered into under this article, the fiscal provisions prescribed in § 11-635 are applicable.
