A. Except as provided in § 11-1945, subsections F, G and H, a complaint under this article must be filed within two years after the complainant realizes it has been damaged and knows or reasonably should know the cause, source, act, event, instrumentality or condition that caused or contributed to the alleged violation.
B. Each party to a dispute under this chapter shall bear its own attorney fees and costs.
C. This article does not apply to claims that a video service provider has failed to meet subscriber service standards prescribed by § 11-1933, subsection B, paragraph 5 or has violated title 44, chapter 10, article 7. 1 Claims of violations of federal subscriber service standards shall be made pursuant to the procedure established under federal law.
