In the event the director of the department of administration refuses to approve any claim presented as provided in § 10-1841, the claimant may file a complaint in the superior court in Maricopa county, and shall serve a copy thereof upon the attorney general, alleging the nature of his claim and praying that the money or securities be paid or delivered to him. If the court finds for the plaintiff, judgment shall be entered accordingly, and the court shall certify the judgment to the director of the department of administration, who shall thereupon issue the order or draw the warrant as provided in § 10-1842. Appeal may be taken from the judgment of the superior court as in other cases.
