(a) The School of Criminal Justice and Criminology at the University of Arkansas at Little Rock is designated as the state lead agency responsible for implementing any federal scholarships or training programs that fall under the umbrella of the Police Corps Act, Title XX, Subtitle A of the Violent Crime Control and Law Enforcement Act of 1994, 34 U.S.C. § 12551 et seq.
(b) The School of Criminal Justice and Criminology may promulgate rules necessary for the administration and operation of any such programs in the State of Arkansas, including the creation of the Police Corps Advisory Group, which shall:
(1) Serve as the body to review policies imposed by the United States Government and the rules developed by the School of Criminal Justice and Criminology for the Arkansas Police Corps Program;
(2) Serve as the selection committee for program participants;
(3) Serve as the body to establish eligibility requirements for the program, within the parameters set by the United States Government;
(4) Serve as the body to establish the participant removal procedures for the program;
(5) Serve as the appeals committee for the program, should a training participant be removed for any reason; and
(6) Perform all other duties as needed.
(c) The Director of the School of Criminal Justice and Criminology, who serves as the Director of the Arkansas Police Corps Program, or the designee of the Director of the Arkansas Police Corps Program, shall serve as an ex officio member and as chair of the advisory group.
(d) Neither the Director of the Arkansas Police Corps Program nor the designee of the Director of the Arkansas Police Corps Program shall sit on any appeals panel in cases involving removal of participants from the program.
(e) The advisory group shall meet at the call of the chair.
