(a) Public school districts and entities receiving state or federal funds to provide special education programming shall keep an accurate account, in the manner and on the forms prescribed by the Division of Elementary and Secondary Education, of all moneys expended for special education programs and shall report those expenditures to the division.
(b) A report of the average daily attendance of all students enrolled, including students receiving instruction in the homebound setting, will be made to the division.
